On December 23,1942 U.S.S. Cisco (SS-290) was launched in Portsmouth Navy Yard, Portsmouth, N.H. and commissioned 10 May 1943, Her first commanding officer was Commander J. W. Coe then reported for duty in the Pacific Fleet . U.S.S. Cisco sailed from Panama 7 August 1943 for Brisbane, Australia, arriving 1 September to assume local patrol duties, until 18 September, when she docked at Port Darwin. She put out on her first war patrol 20 September 1943.
Japaneese Records tell of sighting a submarine leaking oil on 28 September in an area where Cisco is known to have been the only submarine then operating. Japanese records state this submarine was sunk by bombs and depth charges. Cisco is thus presumed to have been lost in action 28 September 1943.
She is presumed sunk by Japanese observation seaplane (945th Kokutai) and gunboat Karatsu [ex-U.S. river gunboat Luzon (PR-7)] in Sulu Sea off Panay Island with all 76 sailors on board.
Her commanding Officer CDR. Coe had previously made three war patrols as Commanding Officer of S-39, and three as Commanding Officer of Skipjack. He was considered a most able and successful Submarine Officer. This Boat is dedicated to all men who served in the Silent Service during WW II and are on Eternal Patrol. About the "Deep Venture" earlyer this year the SS-290 was discovered and salvaged by a group of marine biologist and engineers Renamed "Deep Venture" they did some extensive modifications to the boat such as reconfiguring the Bow and Conning Tower, removing the Bow and Aft. torpedo room tubes and refiting it with a state of the art labortorys, Enclosing the propeller shafts and screws, removing two of the deck guns and modifying the two remaining guns for scientific research that can operated maunaly while on the surface and remotely while underway submerged. The four 4 Fairbanks-Morse 9 cylinder desiel were replaced by 4 variable speed DC direct drive motors powered by twin mini reactors which powers the "Deep Venture" both on the surface and submerged. The "Deep Venture" can remain submurged and operational well beyond her original operational time at sea of 75 days thanks to new inovatioal technology in the areas of air and water replenishment.
